Can we all agree Ulfric caused Alduin's return?

I've heard that Ulfric laments how his caused help Alduin if you see him in Sovngarde. Do this by completing the Empire-side of the war before that point. So no, he didn't do it on purpose, unless I misunderstood what people said Ulfric said, as I've never heard it myself.

It's Alduins destiny to destroy the world. Paarthurnaxsays as much, much as it's the Dragonborns destiny to stop Alduin. or at least try to. Paarthurnax also states that Alduin might be defying his destiny by attempting to destroy the world too early, hence the prophecy of the Dragonborn. The point being, as others have said, is that this was a conflict that was going to happen; the only question was when. Sooner or later, events would have happened that would signal Alduins return; Ulfric is merely the one who caused the last omens of Alduins return. If Ulfric hadn't killed the High King of Skyrim and started the Civil War, someone else would have done so eventually.
