All quests should be refusable.

Especially if the band is one you don't want to hear? I visited the Thieves Guild for the No Stone Unturned quest. Yikes, what a bunch of losers. They really deserve their fate living with the rats. Needless to say, I am saddled with a gem I don't want, and I can't get rid of.

I agree that the quest system is broken. Objectives don't update. Objectives lack critically need to know information. I didn't know why I couldn't get Vex to apprise the gem until I was on the internet where I learned I had to join the Thieves Guild. Or, for a radiant quest, where I had to get a book for Lami, that I needed to steal a book from Bard's College.

A little thing, I just found a red eagle's sword, which is linked to a quest. Thats great, but let me put it in a chest in my house, I don't want to carry it around, I'll do the quest later. I know it doesn't weigh anything, but it's just irritating.

If I lose/sell the sword, put a marker to where the sword is now. Then I can go back and pick it up, or buy it back. Why don't they do this, much better system them making everything a quest item. The quest 'a night to remember', had a giants toe and some other junk as quest items, why? It made all my other giant toes quest items to, the giants toe doesn't even matter in the quest!?
