Who's the most contemptible NPC in the game?

That A..wipe Rolff the bigot in Windhelm :verymad: !!! Pity he's essential and thus unkillable(And I've tried :evil: !!).

Oh, yeah, that one... He's essential? That's pure evil of Bethesda. I guess most of us would like to know what he would say if he met one of us and our weapon of choice while he's walking the Grey Quarters at night...

Forgot about him...
Why is he even essential? He's not related to any quest as far as I can tell.
