Thonar Silver-Blood, followed by Maven Black-Briar. In Riften everybody knows that Maven runs the town, has links with the Thieves Guild and Dark Brotherhood, and does some very bad things. In Markarth, if you simply try to figure out what's going on, you'll get killed or thrown in Cidna Mine for life.

I can not decide which member of Clan Battle-born is the biggest scumbag in the game. They KNOW about Northwatch Keep and taunt the family of a prisoner who they know is being kept there. The clan being a part of Balgfuufs inner circle is why I first started to dislike Balgruuf.

You know as I continue to play my Altmer charecter I'm actually starting to like the Thalmor. Maybe Mer should be the bosses for a while. Maybe some female nord should start polishing up my shoes and making sure that my clothes don't have wrinkles in them, and if I find one I'll lock her up in the thalmor embassy prisons for a while.

That guy of the Silver-Blood gang who becomes the advisor to the new Jarl if you hand Markarth over to the Stormcloaks during Season Unending (or free it from the Imperial occupation).

I just rushed through Markath, minding my own business, when this jerk threw some extremely snarky sounding line at me out of nowhere. The tone was definitely worse than even Nazeem.
