The devs decide what's canon.
Hell, if they had multiple possibile outcomes, they could even poll the community to see what people prefer. Or look at Steam etc stats to see which option is most often chosen.

That is such a [censored] idea. This is one of the biggest reasons for people's disgust with DA2.

thank the 8 this thread is over but i might as well say this a continuing story is what makes these games great. its not over when you save the world it gives you the opportunity to enjoy being recognized as a hero and helping the people further or continuing your adventures to try to wipe all evil from the lands or get rid of the competition.
