In short: Yes, Battlecry is very powerful if you know how to use it and can therefor be more powerful than Berserk. Voice of the Emperor can also be useful, but it has the downside of ending at the moment you attack the target again. Berserk is also powerful, but it isn't the panic ability the Imperials and Nords have.

There are no better fighters because Beth took that choice away when designing Skyrim. A Nord, Breton, hell insert a random race, they are equal in combat. Not even the bonuses at the beginning matter, at least with Oblivion that lasted a lot longer (Unless you essential leveling).
