Let me give a little example: when a big chief with money places an order he will wanna have a frequent update on the progress, including delays, set backs, sorta stuff. I guess you dont consider yourself consumer/client/"the guy with the money to justify the product"? In case of the "big chief", we, the costumers/consumers, are the one with the money ready to acquire the product. To keep us on a leash, they, Bethsidian/Steam or you yourself, the producer/contracter, keep us informed on a regular base on what is going on, or else there is the threat of losing the costumer's attention. When there's an outage, we get told there's an outage, and it will be fixed "Soon" the next thing we know, its fixed.
When there's an outage, they fix the problem, they don't do the paperwork as its not time critical; the outage on the other hand is costing money. Noone ever lost money because the "Why the service went down today" report was a day late.
