Come Fly With Me. I simply wanted to get to Vegas and get the ball rolling, and this quest was just trolling me. "K I just need you to kill these dudes. WOOPS LOL WAIT THEY'RE PEACEFUL, kk try a different solution. WOOPS LOL WAIT THEIR ENEMIES ARE PEACEFUL TOO. Try a different solution that involves tough "peaceful" opponents in your way. There you go. OOPS WAIT THERE'S MORE, LOLOLOLOL." No seriously, **** you. Let me go to Vegas already.
Other than that, Return to Sender. Just very long with lots of travel and nothing but travel. The quest story itself and the ending are fine, but the tasks assigned are boring.
And yeah, going into any irradiated place is never fun, I.E. Eye for an Eye and any quest that goes through Vault 34. Wasn't too fond of Vault 22 either. Both Vaults are kinda difficult to navigate and Vault 34 basically puts you on a timer. It's no wonder Vault 11 is everyone's favorite: it was direct and to the point, and had a cool backround story.
As for quests I enjoyed, that'd actually include Bleed me Dry and Talent Pool. Bleed Me Dry was perhaps fun for me because I knew I'd run into dangerous opponents and I was trying not to die (ever) on my character, so completing that quest was more tense than some others. Talent Pool, I just liked the environmental changes that take place because of this one. It's very easy, rewards good EXP and coin, and it actually makes a difference in what characters do: they'll move and the Strip will react to their presence. Same can be said for Wang Dang Atomic Tango or whatever it's called.
But that's not to say that direct-and-to-the-point quests like fighting at Forlorn Hope or the hostage situation in Nelson aren't fun. Simple ones without much travel, like those two, are always winners.
