Maybe you should try levelling up a bit more? Of course, if this is one of the earlier stages of the game, it IS stupid.

I think the damage ratios and resulting difficulty go way up, fast, at about level 15.

Im saying that, because i'm currently trying to clear out the deathclaw quarry at level 17. None of my guns seem to do any good damage against full sized d-claws, and they kill me in 2 swipes... =/

Once I hit 15 I also had a dead end save where I was cornered by 8 caesar's ppl, I tried over and over, keep getting owned, guns do no damage.

This is on medium, with at least 60 points for the skills of the guns im using (plasma rifle, 44 mag, caravan shotty mainly).

Cleared the whole quarry at lvl 14. Sniper rifle with JSP hand loads. Snipe from so far away that you cant see them without the scope.

Theres a easier way to kill most everything it seems.

Have you tried different ammo types? Hollow Point, Armor Pieceing etc..

Crippling legs and such to give you more time.

It's a common thought the one that expects difficulty in F:NV to change with the your level. I'd like to clarify that a little here, since the thread deals with two different cases.

NPCs/Creatures in the Wasteland, in areas that are not necessary to vanquish to advance the critical path (read: the vast majority of the Wasteland), are not leveled relative to you. They are also not spawned from lists that change according to level. They are what they are, consistent, and persistent. You may notice that remote, harsh locations (mountains, areas far away from urban centers, etc.) tend to be inhabited by creatures much more fearsome than those found in relatively "tame" areas of the Wasteland.

In contrast, enemies that appear along, or at specific challenges of, the main quests' paths will change in difficulty depending on your own level.

So, while the Legate indeed changes difficulty depending on your strength, Deathclaws at Quarry Junction will not.

My advice? The Legate is a tough-as-nails man. Use every trick in the book against him, and you'll prevail.

here's an idea.
Be like batman. With preptime, you can defeat anyone.
What you'll need:
Stealth boy
C4 explosive
Detonator

So, if you can get to the legate before the fight, plant the C4 in him through RPP.
Use the stealth boy if you need help.

Then, during the battle, pull out the detonator and BAM, instant kill for you.
If you don't have the opportunity to get to him, stealthboy in mid battle. Wait for him to calm down, and then RPP.

Then take out your detonator, and BAM!

Then again, you can just do that with any explosive. The c4 will only be useful if you wanted to plant something on him before the fight.

im not saying make him a push over just scale it back a little. when you hit him in the face with a 40mm gernade and it only takes off one bar of health its not right.

So? I believe in FO3 you met enemies that were the same way, for example I believe albino radscorpion and feral ghoul roamer fit that bill.:( (Feral ghoul roamer in the Adams Air Force Base tunnel were just annoying.)

My advice is to grab a fatman and a gauss rifle, and invest in speech. If you have a high speech and good karma, you can convince the Legiate to fight you man to man, not with his whole troop firing at you.

Here is what I did. Before you fight him go to the area with the tents ,then farther back by the kitchen area.On one side there are two boxes one higher than the other, climb up to the highest one and get as far back as possible once you have done that shoot Legat from a distance. He and his men will come charging down. Now when I did it none of his men had any guns and just melee. So when Legate gets close shoot him.If he pulls out his grenades go into VATS and target them. Sometimes he just runs back and forth so this might make it take a little longer.Eventually you will get him after.

P.S. I did this on Very Easy even though i played the majority of the game on Normal.

I agree with the OP. Playing on hardcoe/Hard difficulty I'd been having a fun but challenging romp through the whole game - getting through the beginning part of the camp during the last quest was rough, but with a couple stealth boys and tons of sniping I got it done. Then I got to the Legate... must have been at least a hundred tries before I managed to kill him and all his goons - and then the quest glitched and wouldn't let me through to the next camp!

Damn this game sometimes...

My non-combat build I wont factor into the discussion. I wrecked the guy with mines in a recent playthrough. All I can say is, you should have been prepared for everything in the book. The game warns you in advance. I brought a fat-man, bottlecap mines, incendiary weapons, poisons, etc.
