No, I know that Bethesda bought iD. What you're not getting is how much time it takes to build a game from a raw game engine. New Vegas was built on Fallout 3's engine, which was built on Oblivion's engine, which was built on Gamebryo. If they'd started from scratch building on iDtech they would have to do a lot of that work again and New Vegas wouldn't be released until 2012 at earliest.
It has nothing to do with high-end or low-end components. It has to do with configurations, and the fact that other games run fine doesn't mean you don't have a configuration that Gamebryo doesn't play nice with. I'm not saying your setup is bad. There's no reason to take it personally. If you're not interested in trying to fix it then go ahead and curse Bethesda's name and go about your (un)merry way. Obviously other people are running the game fine with high-end hardware (heck, even my hardware is nothing to sneeze at). Tri-SLI is a very unusual configuration...a lot of game engines have enough trouble with two GPUs, much less three. There's something about your config that Gamebryo doesn't like, and either you're interested in trying to troubleshoot it or not. Trust me, I've been building gaming computers for over 16 years.

Yep. Disable everything that is unusual about your setup and see if that helps, then start re-enabling things one-by-one until the problem comes back. Then you'll know what's causing it, or at least have a better idea.
Okay. I'll admit I am pissed right now and not thinking clearly.
The only game to switch engines mid series and keep a rolling 1.5-2 year scedual was halo.
But bungie isn't like the other devs. They have one platform and thats it. They did reach so well its scary. It looked like the pinacle of human engineering. Think about this. To render an enviroment 1/2 as complex in cad I'd get less than 1 frame per seccond. Reach runs at 60.
The 360 verision has horrible loads but it works.
Now after reading your post I think I know what it is.
Sound card/unreasonable prossesing power to ram ratio.
I am going to roll back to onboard. (Sound card didn't do anything I noticed)
Disable sli and eat my humble pie like the rest of you mortals.
Set drivers on normal mode no bull enhancements that do next to nothing.
And block in bios 4 of my cores and disable HT so I have a dual core.
I have no ram at all. 1gb stick and a 512 mb stick. (after complaining to thq about metro they sent me everything including the kitchen sink but ram) I already knew that was the problem anyway.
And I'll run on Med or high.
If that doesn't work I'm going to cry.
And crysis ran 40 ish usually. But me2 will run at like 700 if I turn vsync off. Yeah srsly.
