On the plus side, I now know that on my no-MQ thief I should mess with the No Stone Unturned quest rather than messing with the MQ, and I know that the console command for turning off the random dragons works. I'm calling this a win.

try something like "setstage MQ201 0".

This should reset the "Diplmatic Immunity" quest you glitched.

AFAIK, there's never been any way in any of TES games to regress a quest to an earlier stage. Could possibly be a glitch in this one, it's early days.... Have you done that yourself, and reverted to before the quest begins?
