Service Rifle

This happened in real life. The Vietnam era select fire M16A1 was replaced in the 80s with M16A2, which had the full-auto function replaced with a 3 round burst. As to your second point, the unique service rifle, the Survivalist's Rifle, was issued to a United States Marine before the war and has receiver stampings that confirm US Government issue from the Long Branch Arsenal.

I always thought that the Service Rifle was made by the NCR too, but this DLC confirms it to be a pre-war weapon.

The NCR probably does make their own service rifles, though. After all, the gun runners make all sorts of weapons based off pre-war designs.

Oke but i just meant that the service rifle seems such a step backwards from the R91.

They could both be select fire weapons that the game has set on a certain fire setting because you can't change it in-game.

Or, the NCR could have converted the SR to semi-only to conserve precious ammo.
Conjecture obviously, but even the NCR has to be careful with ammo usage, especially at the outer borders.

The Service Rifle is excellent for repairing your Sniper Rifle with the Jury Rigging perk at level 14. The only time I used the SR was when they NCR ranger gave it to me at the outpost. It got me through Nipton and the Legion in those early levels, with the armor piercing rounds.
