Sewer System in Solitude? : V - Skyrim

How do you get into the sewers?
It says on the ES wiki that the guards can use the manholes to access the sewer area.
How do we get down there??

I think there is a ton of foreshadowing going on in the game about 1. A war with the Thalmor 2. The Revenge of the Falmer

3. and the Forsworn retaking Markarth

I'm pretty sure the sewers were put in to show that Solitude, home of the Imperial Legion, is more "sophisticated" that other hold capitols
