If you disable human NPC heads (bUseFaceGenHeads=0 in INI's) you'll see that the issue seems to be entirely related to facial animation, as everything will run smoothly (unless you're having other issues with performance, but this topic is about the NPC framerate drop).

Not a viable solution, but it clearly shows that the facial animation is the problem, and that the various other "solutions" popping up are just minor tweaks to squeeze out some extra FPS. Somehow the facial animations are bogging down the CPU (not the GPU, as many have noticed) and making it virtually unplayable. Obviously the faces themselves aren't the problem, since you can watch the framerate drop from 60 to 40 or less when a single NPC starts talking, then climb back to 60 when they stand idle.

The most common slowdown cases are NPC speech and combat with human NPCs. Speech is obvious; the lip syncing animations are fairly complex. Combat is maybe less obvious, but if you watch you'll notice that NPCs perform a lot of facial animations while fighting, from scowls to lip sync when they deliver taunts. None of these events cause slowdown when the heads aren't being rendered, which also rules out an issue with audio performance.

This isn't a total fix, but could be a slight alleviation: For F3, I made http://www.fallout3nexus.com/downloads/file.php?id=6363 in preparation for the eyelashes mod. I ended up cleaning up a lot of extra data from the female facegen files (~400kb, saves a lot of processing for every face morph, however). Male heads didn't have the extra bloat, only female young/mid/old. So, it may help a little bit, and it might not, no harm in trying.

The mod should work just fine for FNV, i just haven't tried yet. I did check the data files, and they are using the same heads from F3.

On my system, I'm lucky to get a solid 40fps, I do notice a drop with NPCs present, but not to the unplayable levels that others are experiencing. Running a Radeon 4800.

This is weird. There are some with less powerful graphics cards than what i have who aren't experiencing any issues.

I have this crazy bug on my old ATI 5970 4G Vram.

60 FPS all the time. See one npc 12 to 15 FPS
GPU usage: 30% MAX
Only one GPU used since no CrossfireX profile exist for now.

I have this issue as well... I noticed some stutters entering the bar and such early in the game but ignored it as normal Gamebryo engine issues. When I hit the powder gangers fight though with about 10 NPCs on screen my framerate when from 50-60fps to literally 8fps. I reloaded my game with all settings on low and the issue was exactly the same. Loaded my game with the heads off as mentioned earlier in this thread and my fps remained high.

Windows 7 64bit
nVidia GTX 480
Intel Q9550 factory clock speed
4GB Corsair DDR2 RAM
850watt Corsair PSU
Asus PQ5 Turbo mobo
