So when I start the launcher and click play nothing happens, I tried disabling all of my mods but that didnt work, I also reinstalled and verifed the integrity of my game cache. Nothing works, so what gives?

First off, your video drivers are very out of date. I'd say start there.

Also, you forgot the "/" in your closing tag.

Skyrim was working fine before though

Go to My Documents/My Games/Skyrim and delete Skyrim.ini and SkyrimPrefs.ini. Start game.

Also, are you using skse or script dragon, or enb mod?

Have you updated skse and script dragon? After every patch they don't work, and will stop your game from starting until you update them.

Don't forget the extremely bad habit of Geforce graphics for laptops deciding not to step up to the plate, and just leave the Intel onboard in charge, no matter what, until really forced to do the right thing.
