The release date is determined by the region where you are physically located and is not tied to the version of the game you purchased. Well that is the reply I got back from Steam explaining why Aussies who ordered through Steam have to wait 3 days to get their Steam version unlocked.
Now I can't understand how unlocking Steam ordered digital copies is a threat to a Bricks and Mortar store. If you are fine with ordering through Steam and can afford the download then you aren't going to buy a box. And if you really want the box or CE then you aren't going to buy through Steam. It doesn't give any advantage to one or the other.
All it does is make people annoyed and turn them away from any future games.
