I don't have the perk and have more caps than I know what to do with. All while raking up 7k-10k cap repair bills every 4-5 game days. Once at level 30 you'll have caps coming out of your ears. It's just that simple.
The perk is more geared for the lazy who don't want to be bothered with the repair system at all. All that stuff is effort. Then there is the cheap who wouldn't spend a single cap on a repair, even if they had several million, and break out in a rash when they *gasp* buy ammo. Jury Rigging is perfect then. Otherwise it's a useless svcker perk that sounds better than it turns out to be in the end. I restarted my first character because of the perk.
A much better reason to max out the repair skill is to make Hand Loaded ammo. Because Match Grade ammo is epic in the AMR and there is no such thing as 'too much damage'.

So i'm lazy because i don't have any weapons to repair my 12.7 Pistol? And i'm cheap because I have 2K caps?
Yeah. Jury rigging is DEFINANTLY for people cheap and bored..
