So your saying that every-one will be wondering around?
and not protecting your land from raiders?
your saying people will go exploring? without the food/drink etc they would need?

That i can agree with, in my opinion the only reason the capitol wasteland was better was because of the atmosphere.

It is not like the mojave wasteland is devoid atmospere, it is just a different atmosphere from that of the capitol.
Which environment you prefer is a matter of taste.
