Honestly, i think with less perks we are far more likely to have a well balanced character.
Okay, you're going to have to explain this reasoning to me.
With less perks, I see us making a more specialized character, one that is, to me at least, more fun to play.
I approve of the change to one perk every two levels now, especially with the level cap being 30 at default. With FO3, I had taken almost all the perks I wanted from the whole list by level 20, and with Broken Steel, by about level 25 I was having difficulty picking a new perk each level because there were none left that I wanted!
In New Vegas we will still have 15 perks by the end, with 2 additional perks if we have two companions with us. Not to mention traits are returning. I like the bonus with a penalty setup of traits, and I hope the perk list in New Vegas won't have perks ripe for abuse, like Intensive Training. The Action Boy/Girl perk was abused just as much in the originals, but it wasn't as utterly unbalancing as Intensive Training.
