Perk
Power Walker: you don't suffer any penalty to running speed in Power Armor (because for the purpose of the light touch perk all power armor is designated light armor) and when worn Power Armor weight is 50% of the original weight.

Okay, so I calmed down a little.
Obsidian, why did you only design 6 perks?
I don't know how hard it is to design or code/script/whatever new perks, but why such a small number?
A DLC is the perfect opportunity to expand the perk variety and you could add as many as you wanted to if you wanted to.
But I must ask, why oh why only 6?
If you gave us 15+ new perks it'd give some of us (me included) the incentive to start a new character and try out the new perks and try to find a new good combo of perks.
But 6?
Too little really, and the sleeping by campfire is useless, three of them are just +#%damage and the other two are kinda "meh" as well.
So I dunno how the rest of Honest Hearts will be, I just started it, but so far, I'm disappointed.
I really hope you take the chance with OWB or LSR to give us more perks to choose from. (At least a dozen in each DLC.)
Cause since I'm a console user I can't expect any new content for NV after LSR is released so I really want you guys to try and give us as much as possible before that deadline comes a knockin'.

you mean Grunt? that one's over the top, 25% more damage for military weapons is Call of Duty nutso. Cowboy at least made sense, for the setting and some of the setbacks of said weapons.

Don't remember the other perks' names but one was about +#% damage against any and all raiders and tribals and one gave +5% critical chance against any major faction such as NCR, Legion or BOS.
Seems like they want to overpower us even more with these perks.
Not gonna take them.
Was hoping for more creative perks.

yep, one perk gives damage bonus against raiders, tribals, and junkies.
another gives critical chance against NCR, Legion, and BOS
another gives you +10% damage for each bodypart you have crippled, which can add up
and of course the grunt one gives you extra damage using any type of military weapon.

one perk lets you sleep at campfires, ho hum.
another makes wild creatures have a hard time crippling and poisoning you, and lets you eat insects.

kinda wish there were more perks, dead money had some good character-building perks.

The Honest Hearts perks are absolutely disappointing. They're overpowered, universally good for pretty much any character and really, really boring. At this point in the game we don't need help killing things. I'm not going to notice a 10% increase with assault rifles. All the +_% to damage perks are redundant since raising that particular skill increases damage anyway. Some of those kind of perks are fine but damn they went overboard.

hair of the dog - alcohol addiction is 25% less, and your hangovers are instantly cured by drinking more.

new idea for trait:
Hick - what you lack in sophistication you gain in clout; +10% each repair, survival, guns, melee, unarmed. -10% science, speech, energy weapons, medicine, barter.

Attention defic... Oooh, shiny!: VATS attacks queued against different targets receive increased hit chance and reduced AP cost for every different target after the first but your hit chance is reduced and action point cost is increased for every attack queued against the same target.

Besserwisser: For crafting and skillcheck purposes all your skills are considered to be 10 points and SPECIALs 1 point higher than they really are but you receive 1 less skillpoint when reading skillbooks.

Hipshot: Your weapon sway is decreased when firing from the hip but slightly increased when using ironsights.

Impatient: You reload faster but weapon jams can happen even with well maintained weapons.

Loner: Your carrying capacity and weapon damage is increased when travelling alone but decreased when travelling with companions.

One Hander: Damage, accuracy and attack rate are slightly increased when using 1handed weapons but slightly decreased when using 2handed weapons.

Scared of the Dark: During nighttime your attack speed is increased and your VATS AP costs are greatly decreased but your weapon spread is increased and VATS accuracy is greatly decreased.

Survivalist: Effects from food and drink are increased by 100% but effects of medicine and drugs are decreased by 50%.

change the name of loner to lone wolf it sounds better

I think they need to bring back Skilled, Gifted, Jinxed and Bruiser. I also think Bloody Mess and Finesse should go back into traits .. They just make more sense as things you were born with and not things you learn.

One or two possibilities come to mind.

Comin' For Ya! (STR 7, Melee 60, Level 16) - The blood of berserkers flows through your veins! When using the Fire Axe, Chainsaw, Bumper Sword, or any Blunt weapon, your movement speed is increased by 5% and all enemies suffer a 10% decrease to their Damage Threshold.

[TRAIT] Careful Aim - Your precision in shooting is famous...or infamous. When using the scope or iron-sights on a weapon, your Critical Hit chance is improved by 10%, but your Perception and Agility both suffer a temporary -1 drop.

Technomancer (INT 7, Science 90, Level 22) - With careful study of Pre-War tech, you have learned how to create some of the best the Old World has to offer. This perk unlocks advanced weapon and armour mods at the Workbench. (Possibilities could include night/heat vision for gun scopes or helmets, built-in rebreathers for full-face helmets, even a chem distribution system for Power Armour similar to FO3's Medic Armour.

Revenge of the Nerd (INT 6, STR < 6, Level 18) - Who says that the worm can't turn? With this perk, you do +5% damage to any enemy with higher Strength than you.

Just a Flesh Wound (END 6, Level 12) - It takes more than a couple measly scratches to put you down! When one of your limbs becomes crippled, all of your other ones become 50% harder to injure.

Just my $.02.

Good point. I was also thinking of making it happen regardless of rep, if you're on good standing with everyone I was thinking fiends acting as highway men could attack, hoping to scraqe enough caps off your corpse to pay for their next drug fix. But I don't know if it would be too ridiculous or not since at that point it could happen as early as level 1 and just get worked over. But add fiends attacks and also add whoever you pissed off could make it pretty crazy.

well that seems like an easy fix, just make all neutral encounters leveled, like all those gangs, and when the pc gets the actual assassin squads they are at their scripted level....or make them like 3 levels above the character or something i don't know

Jaggernaught: You never suffer from critical hits while have no companions.

One man army (or Action hero): You don't have to reload your weapons. (Unless you want to change ammo type. Technically infinite magazines size.)

I'm alright with the traits I've selected. Wild Wasteland isn't so 'zany' or 'wacky' but that's probably because I don't get most of the jokes here and there. :3 All it's been good for is the Alien experience. I forgot what my other trait was, but I think it was Kamikaze. Or something like that. xDD

EDIT: Nope, it was definitely Good Natured. :3
