... no. A monitor can do whatever it's maximum resolution is, and at 24 inches almost all consumer monitors are going to be 1920x1080, or 1920x1200.

There's honestly no advantage to playing on console over PC, except maybe portability. You'll always have superior graphics, mods, fast access to the internet, music (without hooking up your iPod), and tons more on PC that you won't have on console.
