Anyway, I don't see why they couldn't just have had someone able to change hairstyles and beard in the vanilla game.
People complained in New Vegas when only one person could do it, and you had to become part of their faction to get to it.
Despite that they didn't include it for Skyrim, and don't give me any "time constraint" bullcrap, they had time to add woodcutting but didn't have time to add a barber.
Barber being something which is actually useful for something.
But maybe, juuuuust maybe, Bethesda figured "
Hey let's hold back this feature and sell it in a DLC!"
Basically, either they ignored the community of New Vegas or they held back content to be sold with DLC's or they're just that bad at projecting what their fans want out of a game.
