I don't know what game OP was playing. I started at level 17, hardcoe, normal. Ended at level 22. Never turned off hardcoe or changed difficulty all the way through. After 3 hours of playing I had probably shot less than 50 bullets all together and had killed 7 enemies I believe. Their were very few ghost people to fight (up until a certain event). It seemed a lot more survival oriented than combat oriented. You have this toxic cloud which is almost everywhere slowly eroding your health, even though it can't out right kill you. Then you have patches of that same cloud, but more concentrated that rapidly depletes health, and CAN kill you. On top of that, there seems to traps like bear traps, landmines, or rigged shotguns everywhere corner that can be easily missed if you aren't careful. The most I encountered of the ghost people were a pack of 3 (until that event), which were admittedly pretty difficult to take down, but do able.
Go slow, really slow. If you're even wandering that you may be moving too fast, go slower. There's plentiful supplies around, you just can't run in and grab that supplies. Be crafty, find ways to make it things happen with minimal risk. You see 2 or 3 ghost people up ahead of you? Try to take on out with a headshot, draw the attention of one to yourself, and let your companion take the other. Afterward, hack up the body's, even if you're sure they're did. I made the mistake of assuming I had ended one once and spent half an hour with 2 crippled limbs because of it. They give you all the tools you need to survive, but going berserk on your enemies isn't going to work.
