What exactly is the problem with Nazeem?

Because he's a stuck-up snob who thinks he's better than everyone else. He belittles you, he belittles other NPCs (like the woman with the vegetables, and the Dunmer with the salts), and makes it obvious that he considers himself supreme.

He's like an Altmer who polymorphed himself into a Redguard.

The hunter in the market is a Bosmer - and the "spice" that Nazeem asks about are usually hallucinogens. If my memory of Lore serves.

He is the most arrogant NPC you meet just going about the place though. I've never heard another NPC say something like "Have you been to the Cloud district lately? Ah! What am I saying? Of COURSE you haven't!" to me, and it makes me particularly irritated when I'm the freaking dragonborn who is also the thane and who converses with the Jarl as an equal on a regular basis!

Yes, but have you been to the Cloud district lately? I know I haven't I've been much too busy saving the world. =3

Most of the times he'd said it I had just been up there. I wish there was a dialogue option with him to say "Yes. I have been lately. I go all the time. I am the thane, dragonborn, and the man who warned the Jarl about the incoming Stormcloak attack on Whiterun. So shut up."

I haven't killed him yet. Sadly, I have this strict rule about payment...

Besides, if i were to just go around killing people just because they were obnoxious, I'd have emptied most of Skyrim by now.

I've never killed him either, so I think sometime today I am going to sneak into his house at night and steal all of his stuff. Then I will kill him after he sends thugs after me and leave his payback/assassination note lying next to his lifeless, headless body.
