My conjecture is that at first, due to the flood, all coastal regions had to be dealt with. Now, knowing that over 70% of the world would have been water, shorelines would have been decimated. This means that coastal regions would probably be the main focus of the whole world. Island-states would be absolutely devastated, such as Japan and the Philippines, as would Austrailia, the UK, and the like, as well as (obviously) every coastal town, village, city, or metropolis near the Oceans of the world. There are far too many to name, and I wouldn't know them all.
Because of this focus, the Ark would have mainly been forgotten about in favor for rebuilding / reclaiming / scavenging what's left of the coastal areas. Granted, a few people may remember, but that's why there are only 50 thousand people on the Ark, instead of much more. An event of global catastrophe such as this has the possibility of holding the Earth's attention for many years. There are plenty major establishments on the coasts to go around for everyone.
