I tend to reorganize my 8 keys based on character type, development, and surroundings/enemies. Like if I know I'm gonna encounter undeads, I'll bind weapons that defeat them and spells that detect undead. If playing a mage I won't carry any weapons. If having shouts I may bind some of those (throw voice, sprint, whatever suits my character). I have no fixed system, except weapons and healing on the first three, and powers on the last one or two.
