Bears aren't all that hard once you level up a bit and if your fighting close range, perk your armor/weapon choice/shield.

I find the worst they do is just being freakishly loud.

It would be interesting if people shared more specific details. Just saying level and style is not enough information. A level 24 warrior could be so many different things.

bears are easy at some level. With my heavy armored 2-handed warrior it is 2 or 3 power attacks since I'm level 30.
When I met my first bear at level 10 think it was epic battle for 20 mins to kill it, using an underpowered bow from higher ground.

I hope it fixes for you, I couldn't imagine that happening to me.
