That was my reading, not sure it was entirely correct, though.

But to be totally frank, I feel a bit frustrated by this whole mounted combat thing. To me it feels gimmicky, it is not particularly useful as it stands, it does not fill any gaping hole in the game, and it opens a whole new can of worms full of things that need fixing.
Furthermore, it encourages people to request new broken gimmicks, and apparently Bethesda is willing to go with that rather than make sure that the core game has decent basic functionality. As an example, one missing basic functionality, that was already implemented in Oblivion*, is the ability to rotate your view so that you can observe your character moving from any direction, not only from behind. My character's behind is already quite familiar to me, thank you very much. Sigh.
* Please allow me to expand on this: In Oblivion, when setting out on an adventure, I could launch my character running in a straight line across the bridge from the Imperial City, and then rotate my view so I could observe him/her running in his/her adventure gear across the bridge against the backdrop of a moving scenery with the sun setting over the nearby lake. Actually... I think I'll go play Oblivion again.
