Vendors tend to keep unique items permanently. I have the smith in whiterun still holding on to nettlebane after around 100 hours of play. This is still not a bug though, its a user error.

You can't loot the armor -.- You'd have to kill one to get it dur. It's all brought on by stupid people and user error, that's all this is.
