one thing i have done to help this FPS issue is to get rid of catalyst control center. i got the 11.5 drivers without the 5a hotfix because that was just useless. i also turned off the shadows and i went from near slide-show gameplay to what feels like 30-40fps range. a friend of mine who has a 4850 did the same thing and it alleviated his FPS issues too but not as much as mine since i am on a 2gig 6950 flashed to a 6970.

Btw (if it hasn't already been mentioned) Ambient Occlusion is a killer in all games.

I recommend:

r_swapInterval "0"

I don't see anything in there about client capped to 30fps playing on dedicated servers.
However it might well be the case if you arr hosting (what was called listen server back in the days).

Thats it i was mislead as were lots but it has been established that it is only if you are the host for lag reasons.
