Oh it's not that big a deal really. But when the Vile Lair came out, people were complaining when the guy in Deepscorn Hollow claimed he could talk to Sithis. One of the writers had to clarify this by saying that he was just a devout Sihis worshipper, and that Sithis is more of a force than a god. "Padomay (sometimes called Sithis) is the quintessential form of change. One of the two primal forces, the other being Anu" -UESP And on the article specifically on Sithis it says, "Sithis (or Padomay) is the representation of the one primordial state of chaos." It's a lot like the "primordial forces" in real life mythology. Entities that are more like forces of nature than sentient beings. Sithis is sort of like an energy, from which other beings come, and is constantly described as more of a thing than a being. For example, Sheogorath is described as the "Sithis-shaped hole in the world" and some say Mephala is an sentient manifestation of Sithis, as is Lorkhan, which by extension means that all of Lorkhan's avatars are related to sithis as well. It's pretty interesting stuff. The only time Padomay is personified in mythology is in the monomyth, when its personification is basically religous allegory / metaphorical. It's pretty interesting stuff really. Anyway I wasn't trying to imply that sithis wasn't powerful. He's probably the most powerful thing in the universe, but he's, in a way, above a god, and more like a primordial state of existance, which is how he's described in the game's literature.

Edit 2: This post by Michael Kirkbride, the Bethesda writer who basically wrote the mythology of TES, may clear things up a bit, or confuse us all a bit more.

In it, he states that historically the concept of Sithis was something brought about through misinterpretations and daedric manipulations of the concept of Padomay, and eventually made his way into mainstream religion. This doesn't mean that Sithis doesn't exist of course, but that our current interpretation of it is flawed, and possibly unknowable. Sithis is, in its simplest, a form / aspect / interpretation of Padomay. The best bet I can come up with is what I said before: Padomay is the concept of chaos, and Sithis is the force of chaos. The text also talks about the Psijiic order and the mysterious relationship between the dark brotherhood and the Morag Tong, but that's neither here nor there
