Dragonborn as Jarl makes me think of them sitting around on a throne all day, listening to villager dribble, stopping only to produce spoiled noble children. :T
To be serious, the same goes for emperor/emporess. Just can't imagine anyone in the Council(?) or in a high position of power letting the ruler of the empire roam around all willy-nilly. Under the situation where such a ruler explores the land freely, it'd kind of imply them not having any real power anyway, right? Sounds like it goes against the spirit of the idea. Just my opinion, though.
If they didn't do it right, I think it'd likely end up seeming shallow or cumbersome, like Fable 2/3's take on it or worse. Fable's NPCs, for example, recognized you as king/queen because they were all the same generic blobs. In a game like TES, everyone has some kind of purpose/voice/etc., so it'd be hard not to have a situation like what we have now in Skyrim with you as the Thane or the leader of a guild. Rarely does anyone recognize you as such. This option done wrong would just be... empty. :[
