Tiber Septim was also a mortal. He was born and died just like any other man, wearing that awesome armor. It wasn't until after his death that he was immortalized as a divine.
A valid question. I also like the armor Talos is wearing. Oh, well... compared to Oblivion, there are many more interesting armors in Skyrim even without that one
Tsun and Ysgramor (statue) also have cool armor.. also unavailable (at least Ysgramor's isn't).
It's all about the capes.
I think Talos' beard is available.. it's the long bearded goatee, but not tied or twisted.
Also, on a sidenote, if you look closely, he kind of resembles the first default Nord preset. Same features in a way.. just with a beard. I wonder if that's coincidence.
