I completed the dark brotherhood questline and was able to do this quest. Try breaking into Hjerim and investigating the house which should start the quest, you will come across the amulet which you then sell to Calixto and proceed with the rest of the quest. If you cant get into the house pickpocket the key from Tova Shatter-Shield.
