I'd totally support this. Actually make the Jarl of Winterhold Jarl of something more than three buildings... :)

Trigger the rebuilding options after you're made Thane, and actually build up the rubble into a town again.

Winterhold is by far the worst of the nine holds in Skyrim.

Imagine the possibilities with rebuilding. Have a few preset locations, say 3 shops and 4 houses. The houses will fill with the same people, but what if you could decide which shop has what kind of vendor? Like you could decide that the vacant shop on the edge of town will be a smith, the one near the new houses will be an Alchemy shop, and the one that replaces the burnt down building will be a clothing store.

It's the least interesting part of Skyrim (even if they rebuilt the city), to me at least, but hey, I'm all for more content.

I think all the towns need expanded. They're not even towns really, just little villages. Skyrim provides us with a great setting, but it's severely lacking in content to fill it.

how about in the next expansion we combine all the ideas for cities (rebuilding and being asked to lead helgan by the jarl, rebuilding winterhold and whatever else we think of)!! using my old helgan idea for a model of how things could work (more-or-less a rough outline though, every rebuilt place should be dfferent in it's own way) and adding to it:

we pick a town to assist (rebuild, build from scratch, whatever bethesda sees fit for us to govern, ect) and we become leader of the area (because the jarl asks you maybe?). we could change the over-all style however we please (such as nordic buildings or imperial buildings, dark rogue-ish atmosphere or a magical atmosphere, ect), we could change buildings to an extent (for instance, in helgan we could rebuild it exactly the way it was or change the layout to a different [premade?] layout and change what buildings go to what property), ect

I'd rather expand the current town and create ruins underwater as a dungeon.

I've been hoping that Winterhold would see a return to prosperity, but not an undoing of the Collapse. I'd like to see folks rebuild on a believable scale and for it to be a gradual story of community effort. Someone starts a business. A few laborers take rooms at the inn, then rebuild some of the ruined homes. I'd also like to know the real reason for the collapse.
This gives me a idea they could make a story line and make it a lengthy so that you had to rebuild winterhold slowly and as you did you revealed small clues as to how the great collapse happened so that at the end of the quest line the city was rebuilt and you knew the whole truth behind the collapse

This is a idea i have posted in another topic and i agree completly. People seem to think that console players can't have any sense of imagination because they can't mod. But with preset layouts and have options rather than making it from scratch yourself (mods) then consoles players can start to enjoy a more free way to play. Which in my opinion would fit with the open world of skyrim maybe make it where you can buy a plot of land and have a few different sizes of land for sale and have each different lot have a different preset layout :D
