Morrowind is unbalanced. It starts off difficult, gets a reasonable difficulty, then you become godlike for the rest of the game. The enemies don't level, so you can pace yourself so you stay low leveled for a while, but it's fun being as powerful as you wish. Almost quite literally.
Oblivion is unbalanced. It starts off reasonably easy and it only gets harder as you level up. Your skills mean nothing because rats and wolves will start appearing in increased rank so you can never become overpowered, unless you focus on a select few attributes so you "max out" the attributes you need at a mid-low level. Skills can then max out without leveling up and you're godlike.
Skyrim is unbalanced. It has perks that are overpowered and can be abused. In my opinion Skyrim is the most balanced of the group, because there are monsters that get easier, and there are monsters that seem to stay in a specific difficulty but remain throughout the game even at lower levels. Trolls and Giants are great examples.
You cannot balance a game's difficulty perfectly. Power given to the player as well as monsters add depth and strategy so you have to think about different skills to work on to overcome your opponents. I find this game very fun, and playing with the power given to me is what adds hours and hours to the experience on top of the endless quests in the open world of Skyrim.
