How do you think the Thalmor would feel about the Emperor keeping the Blades as his personal guard? It would basically be a violation of the White-Gold concordat.
Maybe they're in Skyrim simply because it's the best place for the weakened group to hide from the Thalmor? For all we know, Thalmor presence could be even stronger in Cyrodiil, which it probably is, since it's the heartland of the Empire and all. What purpose would the Blades serve there?

I wouldn't be surprised if Skyrim is a relatively safe haven. There's another Blade few people run into. He's in a tavern in the middle of nowhere. He doesn't say he's a blade, but he's an old guy, who is a bit shellshocked by war. The tavern keeper says he keeps his personal story secret. But the old guy has an Akaviri sword. You don't just find those anywhere. He might know Delphine and Esbern, but he isn't connected to the story in any way. He's hiding there of his own accord.
