Sniper Rifle -w- suppressor and Ratslayer, and I'm pretty sure that when the patch comes out and they lower thier crit multiplier, they will still be my favorite, because the crit multiplier isn't why they're so good. Guns in this game, in general, are FAR more accurate at range than in Fallout 3. I'm hitting things in NV I wouldn't have a chance in hell to hit in Fallout 3. If I can see it, I can hit it. And with a scope, I can see quite far away. If I'm sneaking, and as a sniper I'm always sneaking, I'm probably going to attack by surprise. Automatic critical hit. If I'm far enough away, and because of the range I can hit at, and the fact the sniper rifle has a suppressor, I'm not detected. So even if I don't kill it in the first shot, it hasn't found me and I can get off another shot. For me the benefit is the scope, the suppressor, and the spread. Gobi has two of these, but lacks the suppressor, and it's other stats are so close to the standard sniper rifle that it's not worth it. It sits on my bed at the safehouse.
I like the All-American as a back up weapon, it's ROF is handy when something gets the drop on me, and it shares the same ammo type as Ratslayer, and a scope to boot.
