I always assumed that the Thalmor considered him an asset because when he was captured, the Thalmor found out he was royalty and could use him for ransom or bait or something.

General Tullius and also legate rikke. As badass as I thought ulfric was in the carriage the more I heard about read about or saw of him the more I knew it was time to join the imperials and kill me some rebels. I also like balfruuf and aela

More likely because he drains resources from the Empire with his Stormcloak Rebellion.
If I was living in that world, Ralof would be my running buddy.
I like his personality. One minute he can be as serious as sin and in the next he could be acting as if he dabbled in some of the local fungus plants that have "questionable" alchemistical properties (remember the "Do colors seam brighter to you?" line after taking Whiterun? Yeah.....)
Madanach aka The King in Rags, most of the inner circle of the companions, and the Silverbloods to name a few. I can't pick an absolute favourite though.
I find it hard to understand when people have complained that there are no memorable characters in Skyrim. There are loads
Delvin. His voice is funny and he seems the most lifelike to me .. he is like that one dopey guy everybody knows of in real life. Favourite for ingame though is good old lucan valerius, buyer of anything, available from the very start. very near to fast travel point and a best friend to anybody with the investor perk. 11750 gold YEA!
Maven black briar is a really good character too although I have yet to finish any questlines involving her yet.
I have to say the Player character. She (almost miraculously) does exactly what I would do in every situation, she's good looking, well developed, and brings out the good in everyone. She knows what I want, and follows my every order.
Other than that, I love every NPC for a reason. The people of Tamriel are kick-ass dudes and dudettes Nazir is someone I'd hang out with especially.
