Despite the fact that I usually support the Empire I must say Ulfric Stormcloak. He is a very well developed character with flaws and strengths.
Among his strengths are:
- being a good, loyal and an inspiration to his men
- he is willing to fight for his beliefs
- he respects the traditions of his people
- he have a decent mastery of the Thu'um
However:
- he is highly pro-Nord
- considered an asset to the Thalmor
- he is powerhungry
He strikes me as the same character-type as Bhelen Auducan in Dragon Age: Origins, who is in it for themselves first, but might tuen out to be a good choice regardless. I think he would make a better ruler of Skyrim than Elisif, but I also think he is a little to short-sighted when it comes to the Thalmor threat.
