I like the idea of, along with or instead of the main story, being able to locate an area that could be defended well enough to become a settlement (similar to what Tenpenny says he did in FO3) and finding people willing to settle there in various ways such as locating people, enslaving them, intimidating people into joining (this would be based off of speech checks, maybe stat checks, and reputation dialouge options if those are implemented) as well as various means of obtaining money(drug selling, trading, raiding, slaving) and maybe how the town is run, and it's laws (a rigid town ruled by you as a dictator, a town run by a council, a democratic town, or anything in between ) and how you get money, as well as what kinds of people you recruit, how you recruit them, and what kind of rulership and laws the town has shapes what the town becomes over time(a slaving town with mostly evil people recruited becomes similar to paradise falls in FO3, for example). It shouldn't be easy, it should be a long-term quest, and extremely open-ended.
