Dropped a couple of books and stuff to make room and got told off for littering!! Heheh.

Did I miss something? Because it makes sense. A weapon or object laying in the path were people walk and children run. Do you see the potential for danger? Or are you speaking sarcastically?
Guard just swam past it and walked back around in a circle
Then I notice two associates of his, in heavy armor, pull equally large weapons; then I see the Whiterun guard yell something at them and start fighting, and all heck breaks loose. Apparently they were hired by someone I don't remember for stealing something I don't remember stealing.

With the Whiterun inn, that sounds reasonable. This is a new engine they're using and it's in its infancy, so things like that lady returning your sword is just part of the flawed system Creation uses. With the technology Bethesda is using, it's pretty difficult for NPCs to tell whether you dropped something deliberately or accidentally. Even in real life, that's hard to ascertain. I suggest that with improvements, if an NPC is curious as to why Player dropped his weapon, the NPC can decide whether to approach Player regarding his weapon or not. Like, the NPC can ask you why you dropped your weapon on the ground.
