I think the book 'Lycanthropic Legends of Skyrim' was made so bethesda could have an excuse why werebears aren't in the game.

I think it would have been hilarious if you encountered someone in Falkreath who told you that he encountered a werebear, and will tell you where he found it if you pay him 100 gold. Once that's done, he tells you were to look, but when you go there you find nothing. You go back and tell his daughter that the werebear wasn't there, and she tells you you can find her old man in the tavern. Go there, and you'll find the man, drunk, and he'll tell you that for another 100 gold he'll point you in the direction of flying Snow Elves or mermaids, showing you that he's just an unreliable drunk.

It'd be a funny little quest of no reward but provides a humorous scenario that "excuses" the lack of werebears.

That would funny, but to be honest, if bethesda trolled me like that I'd be soooo pissed off.

Though to be fair Ma'iq the Liar does somewhat tease us with the idea of werebears. So you can't say bethesda isn't thinking about it.

I would rage and throw my Console out the window the second I heard the song.

I would laugh a little bit. Then rage. And give a length e-mail to bethesda. And then probably laugh again.

They're also mentioned in the in-game book http://www.uesp.net/wiki/Lore:On_Lycanthropy as the most common lycanthrope in Skyrim and they're directly encountered in the novel http://en.wikipedia.org/wiki/The_Infernal_City by Greg Keyes. I think the book 'Lycanthropic Legends of Skyrim' was made so bethesda could have an excuse why werebears aren't in the game. Also the book that you mentioned pretty much calls unicorns a myth and if you played Oblivion you would Know the truth to that.
Spoiler
Yeah, the same way they made up that whole BS backstory to try and explain why the Dark Brotherhood was so pathetic in size in Skyrim. They have actually written themselves into a mess with the Shadowscale lore, with one book (entitled "Skyrim's Rule") in Skyrim implying that they are currently active (or at least active in recent years, anyway), yet with every Argonian NPC seemingly implying that the order fell apart about a century prior to the events of Skyrim (they use terms like "a lifetime ago" and "from the old histories," both of which imply longer than a mere twenty or thirty years).

And don't even get started with the origin stories regarding the formation of the Dark Brotherhood and the Night Mother herself. As a matter of fact, they have yet to explain why a Breton had been wandering across Tamriel claiming to be the Night Mother when the Night Mother has been revealed as a Dunmer in Oblivion, or how the Night Mother went from being a skeleton to a freakin' mummy. Yeah, DB lore really is a mess.

Anyway, I think that there's room for werebears in DLC for Skyrim, since I don't really see them getting included in High Rock whenever they decide to do that province. They're barely able to get one type of lycanthrope into the base game, does anyone really think that they would be able to handle three types of lycanthropes for one game (High Rock has three types of lycanthropes)?
