Nah, most console games have great menu screens (MGS, for example).
It's just a terrible menu and UI, no matter what system you're on. A list of skills would have been so much simpler.
Yeah, it's perfectly possible to have a functional UI on both consoles and PC. I remember playing Diablo 1 on the Playstation and having no problem with the UI — even though it was largely unchanged from the PC UI, it worked fine with the controller because it was good to begin with.
I really don't get where all of these UI apologists are coming from. It's like they're saying, "Don't worry, guys! I
love using software that wastes my time." They'd be happy using Microsoft Word if changing the fontface required pressing five different keys or something — and doing certain things DOES require it in Skyrim (to put on new armor, say, requires you to press I, S, S, S, D, scroll to what you want, E, Tab. In the best case scenario, I, left click Apparel, scroll wheel until you find it, left click, Tab. Don't get me started about having a list full of soul gems with goats and crap in them, and having to scroll for ages because gems filled with the same souls don't stack.)
