As I've said before, it seems outrageously odd that literally NOTHING evolved except Skyrim's strain of Vampires....
Don't be so sure. Not from a lore perspective, but a programming one.
The fact that the Lycanthropy skill tree is attached to a DLC makes it difficult to implement werebears. Why? Well let's say they implement them to the base game via a patch. The problem? The perk tree is attached to a DLC. They CANNOT program them so that they're affected by the Lycanthropy perk tree because not everyone has Dawnguard. The patch wouldn't be stable if it referenced a resource that doesn't exist.
This means that in order to implement werebears now, they'll either:
A.) Be severely weak compared to the other two as they lack a skill tree.
B.) Be severely strong compared to the other two without Dawnguard.
C.) They'll have to implement a perk tree that's awkwardly named "Lycanthropy Jr." or the like, looking practically the same as the werewolf perk tree, but being a seperate tree entirely.
For those reasons, it's kinda questionable if they'll implement them now, or if so, how they'll implement them.

Um.. I'm a modder and I'm sure it is possible to connect a Perk Tree to two different Lycans.
