Does the quiet casting perk work with staves? First person who can really answer this wins a prize.

I don't think so, I think the spell works only with personally cast spells, not enchanted weapons.

Are you trying to say staffs or some other thing?
And yeah there are other perks and potions that affect weapon damage but the silent spell casting perk doesn't since the staffs are in no way related to your magic skill in the area they use.

And yeah I do have the perk and trying to use a staff from shadows gets you noticed.

I read that it works with enchanted swords and such. Not sure if it is limited to your enchants (as opposed to pre enchanted gear) and/or if you have the perk before you put it on.

It still produces light, just not sound. Try using it just around a corner from a baddy.

If you enchant a sword with fire damge, it makes it harder to sneak because it emits a little bit of sound. Quiet casting eliminates that.

but the sword itself makes sound when you attack. the heavier the weapon, the more sound. does quiet casting effect just the enchanted sound or the actual weapon sound too?

No, the quiet casting is only for spells, not enchanted items. Why would a spell perk affect a sword?

Well, there are some weird things that happen in this game. So it is possible. Why would a potion affect a staff, why won't a follower use a really good bow, why is dual wielding swords faster than dual wielding daggers? Anything is possible in this game. I'm just trying to understand it the best I can.
