I don't need to be a fan of werewolves to know that what your asking for goes against lore.

the whole game does not go by the lore. have you even checked out the lore for skyrim?

Same applies to werewolves, even the ones with the special strand.

The lore is not just containted to skyrim its all of TES

Only when using Hircine's ring or if your a werewolf from the "Circle". It was never controllable to begin with unless using the Ring. Why do you think Sinding wanted the ring so badly? This isn't Underworld. Honestly, werewolves should of been having lunar and forced transformations in the game, but to appeal to the younger casual audiences, they did not.

I rather suspect Bethesda didn't implement forced transformations because of all the extra coding it would involve:

1) Having to account for transformations during scripted events and adjusting accordingly

2) Scripting more appropriate responses during random encounters (so we don't experience absurd situations like thieves trying to rob werewolves).

This topic is just going to be people bickering. Think of this do any of you think one person out out the 27 million skyrim players will make a multi-million dollar company, change one little thing. The answer is no. This may seem cruel but its the truth. In future series I wouldn't bet surprised if they added a toggle for wv form just to pander to a minority of video game players who want "Modern Day werewolves and vampires". But that is how the world works if you make a big enough fuss you'll eventually get what you want.
