I know this because Battlefield 3 had the same issues, but because you optional can install the HD texture pack on its own, this problem was a easy fix.
With Battlefield 3 it's something completely different. This has nothing to do with a new storage system on the DVD or anything like that, either.
It's just their engine relies heavily on fast streaming. The DVD drive (and the BluRay, too) aren't fast enough, that's why the game needs to stream from the HDD.
On the PS3 that's no problem. Every game can be installed as Sony allows mandatory installs. Same on the PC.
But Microsoft doesn't allow mandatory installs since not every Xbox360 has a HDD. They have this optional install feature of the 360 itself, but DICE can't force players to use it.
Microsoft demands that every game has to be playable without an install.
That's why DICE did this workaround. The normal textures are installed optional and without it the game loads low res textures from the DVD, so it's still playable to run straight from the disc but it's intended to look worse when played without install. There was no problem with Battlefield 3 that needs fixing. Everything was as intended.
That's why this isn't comparable to Skyrim.
The low res textures aren't intended and it's just a bug with the texture streaming. Normally this shouldn't happen, as the HDD is obviously much faster than the DVD drive so textures should rather load faster, but somehow they don't.
Hard to tell how big the problem really is. Could be easy fixable or could require a lot of rewriting.
