To clarify, can we say that both are dressed in unenchanted iron armor and carrying an unenchanted iron sword? Otherwise the argument will never end ...

I'd say the Dragonborn - he's a born hero, unlike the Champion of Cyrodiil, who became a hero. The Dragonborn can use the thu'um, the Champion can't.

However an endgame Oblivion characters probably has full resistance to magic, does that mean he could absorb shouts?

Not all shouts directly affect the enemy though. If the Dragonborn dual-wielded weapons and used Elemental Fury, the Hero of Kvatch couldn't even hope to best him.

The Hero of Kvatch is still mortal on Mundus, so the Dragonborn would win as long as they aren't brought to the Shivering Isles

Well, the Hero has the advantage of certian spells an effect like Reflect Damage/Spell/etc. Dovah is a bit limited in magic. Now, assuming that Shouts are unaffected by regular magical effects like that, I would say Dovah would win. Storm Call makes him Thor. Otherwise, yeah, probably the Hero.

well the dragon born and your character from oblivion meet. if u listen to sheogorath in skyrim he speaks of things he did when he was the hero of kvatch. but still a god vs a mortal with shouting ablities. ill go with the god. unless by mortal u mean kratos from god of war. then im going with kratos.

alduin is of flesh and blood. jyggalag is the god of order. and has a army. if a mortal with the same power as alduin can beat him at his own game. then a god will have no trouble against a dragon.plus you can only banish a daedra lord not kill him. but i dont think alduins coming back no time soon.

EDIT: It's even heavily implied that the Sheogorath you meet in Skyrim is the Hero of Kvatch.

He doesn't. At the end of then Shivering Isles, he assumes the position of Sheogorath, a Daedric Prince. However, he doesn't have the full powers of a prince, and there's a big difference between Daedric Prince and God.
