I agree, something was lost when converting the concept to game assets. I would guess they made the eyes wider so that the player can still see the eyes while fighting the creature. If you think of the player's view as a camera in a movie, we will never get to see the eyes nearly as close up as we would under more cinematic conditions. So, if they want the monster to have distinct eyes, those eyes must be large. If the lips are to be distinct, the lips must be large, and so on, so that those details aren't overlooked by the player. However, in this case it has had the effect of removing the threatening expression the creature appears to have in the concept art.
The Ogrim's face looks specifically designed to bring out it's eyes and lips, not unlike it is wearing make-up. I am reminded of the movie Gremlins, where one of the creatures dresses up in drag. http://img.gawkerassets.com/img/18dxkp1b1qg35jpg/original.jpg
I think the finished rendering is a step backward, and would have preferred a face either closer to the concept artwork, or the expression of almost innocent stupidity seen on the Morrowind Ogrim.
